Human Trafficking Regional Navigator Program for Baltimore County and Howard County

The Regional Navigator Program (RNPG) was developed after Governor Hogan signed into law the Child Sex Trafficking Screening and Services Act of 2019. Local Departments of Social Service and law enforcement who suspect or have reason to believe a child is a victim of sex trafficking, are required to notify the Regional Navigator within their jurisdiction.

Turnaround, Inc. is the designated Regional Navigator Program (RNPG) for Baltimore County and Howard County and provides support for individuals in Baltimore County and Howard County of all genders who are suspected of being trafficked.

Who The Regional Navigator Serves

The Regional Navigator program serves Baltimore County youth and young adults up to 24 who are highly suspected of, or are confirmed survivors of sex trafficking.

Program Goals

  • Assess for human trafficking through a trauma-informed lens
  • Ensure basic needs of survivors are met
  • Offer support through resources and safety plans
  • Connect survivors to community support tailored to their needs
  • Empower youth towards goals with a strengths-based approach
  • Coordinate with a multi-disciplinary team to ensure continuity of care
  • Advocate for community change and increased education about human trafficking
  • Create community partnerships to increase awareness, understanding, and screening in Baltimore County
